The multi-purpose community hall (known as the Youth Hall) in the Toodyay Showgrounds was finally completed. The hall was opened by Shire President Cr. Les Hoft at the Australia Day celebrations in the Showgrounds. Funding came from various sources: Lotteries Commission ($65,000), Shire of Toodyay ($35,000), Youth Hall Committee ($18,000 held by the 1st Toodyay Scout Group) and the Toodyay Agricultural Society ($8,000). The building was designed and built by Seil Constructions, Toodyay.
The Toodyay Scouts and Guides undertook years of fundraising from 1988 to finally achieve its new home base. The contributions of Robert and Susan Pearce, the President and Secretary of the Toodyay Scout Association, respectively, were acknowledged. Scouts, Guides and the Toodyay Lions Club did the painting. The Toodyay Agricultural Society Committee was responsible for the earthworks and carting rocks for the retaining wall. David Chitty was the TAS representative on the Building Committee, with the TAS achieving an office in the new hall.
