This Day in History: 1903-02-23

The magisterial districts of Northam, York and Toodyay were amalgamated. William Dyer Cowan was appointed Resident Magistrate of the expanded Northam Magisterial District, residing in Northam. Alfred Napoleon Piesse (RM Newcastle) retired on 6 months leave of absence.  Cowan had been the RM of York and Beverley, prior to his new appointment.
